Notice is hereby given that sealed or electronic bids will be received by the Jackson County Board of Supervisors, Pascagoula, Mississippi at at Jackson County’s Purchasing Department’s office located at 2915 Canty Street, Suite D – Purchasing Department, Pascagoula, Mississippi 39567 until 12:00 p.m., October 3, 2024. All bids will be publicly opened and read aloud at 1:00 p.m., Tuesday, September 24, 2024 in the Board of Supervisors Board Room in the Jackson County Services Complex for the following project:

Single stipulated sum bids will be received for all work required by the Contract Documents in accordance with the Instructions to Bidders.

Instructions to Bidders, Form of Bid, Form of Contract, Form of Contract Bond, Drawings, Specifications and other Contract Documents may be examined at the following locations:

2. Office of Jackson County Project Manager, 2915 Canty Street, Suite H, Pascagoula, MS 39568
3. ABC Plan Room, Jackson, Mississippi.
4. AGC Plan Room, Jackson, Mississippi.

Bid documents are being made available via hard copy or CD at www.eleyguildhardyprojects.com and www.jacksoncoplans.com. Interested bidders should log-in or register for a free account to view and order Bid Documents. All plan holders are required to have a valid email address for registration. The cost of the bid documents is non-refundable and must be purchased through the website (digital and hard copies).

When submitting an electronic bid, the bid must be submitted in “pdf” format and shall contain the same information and forms as required for the paper bids. Electronic bids must be secured with a bid bond. When submitting a bid electronically, the authorized signature shall be an electronic signature or handwritten in blue-ink signature. In the event that an electronically submitted bid has a corrupted attachment, the bid will be considered null and void. When bids are submitted electronically, the requirement for including a certificate of responsibility, or a statement that the bid enclosed does not exceed Fifty Thousand Dollars ($50,000.00), on the exterior of the bid envelope shall be deemed in compliance by including the same information as an attachment with the electronic bid submittal.

Sealed bids shall be submitted in a sealed envelope addressed to the Jackson County Purchasing Department, 2915 Canty Street, Suite D – Purchasing Department, Pascagoula, Mississippi 39567 until 12:00 p.m., September, 2024. Sealed bids may be delivered by mail or hand delivery until 12:00 p.m., September 24, 2024 to 2915 Canty Street, Suite D – Purchasing Department, Pascagoula, Mississippi 39567. All bids will be publicly opened and read aloud at 1:00 p.m., Tuesday, September 24, 2024 in the Board of Supervisors Board Room in the Jackson County Services Complex. Bids received after the noticed date and time will not be considered but will be returned to the bidder unopened.

Sealed bid envelopes shall be marked “SEALED BID FOR JACKSON COUNTY EMERGENCY OPERATIONS CENTER, JACKSON COUNTY, MISSISSIPPI TO BE OPENED AT 1:00 PM, Tuesday, September 24, 2024,” and if any envelope is not so marked, any bid contained therein will not be considered.

Sealed bid envelopes should contain the bidder’s name and mailing address on the face of the envelope and also specify the name of the bid item. The bid shall also contain the bidder’s Certificate of Responsibility number or a statement that the bid inside is less than $50,000 shall appear on the outside of the envelope, failing which, said bid shall not be opened or considered.

The Owner reserves the right to waive any informalities and to reject any or all bids.

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. Performance and Payment Bonds will be required from the successful bidder.

Bidders shall comply with law of the State of Mississippi requiring Certificate of Responsibility. Resident contractors shall, in accordance with laws of the State of Mississippi, be granted preference over non- residents in the award of this contract in the same manner and to the same extent as provided by the laws of the state of domicile of the non-resident. A non-resident contractor shall attach to his bid a copy of his resident state's current law pertaining to such state's treatment of non-resident contractors.

The successful bidder must adhere to the Owner’s policy concerning non-discrimination without regard to race, creed, color, age, sex, national origin or handicap. Jackson County Board of Supervisors encourages minority and women-owned businesses to submit proposals. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.

This contract is funded in whole or in part with HUD Community Development Block Grant Disaster Recovery funding through the Mississippi Development Authority and is subject to all applicable rules, regulations, conditions, and assurances as prescribed by the Mississippi Development Authority’s (MDA) Community Development's Block Grant Program, as well as the U.S. Department of Housing and Urban Development's Community Development Block Grants: State's Program Final Rule (24 CFR Part 570), and to each and every Federal and State Statute and guideline affecting the application for, receipt of, and expenditure of Community Development Block Grant funds. It is also subject to such further rules, regulations, and policies as may be reasonably prescribed by the State or Federal Government consistent with the purposes and authorization of P.L. 97-35 and P.L. 98-8.

This project is subject to Section 3 of the Housing and Community Development Act of 1968 (12 U.S.C. § 1701u) (“Section 3”). Section 3 requires that, to the greatest extent feasible, hiring, and contracting opportunities be afforded to low- and very low-income persons.

Davis-Bacon Act requirements apply to all construction activities under this contract.

Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. All bidders must make positive efforts to use small and minority owned business and women business enterprises.
